A military academy (think arms training kind of military school) in a country (Olvanthica) at war with their neighbor (Urseos) over craving a particular mineral for the cultivation of magic users. Government funded, the school is massive, ornate, and complete with an extensive medical ward and underground research facility.
With money as incentive, students are given the opportunity to take on experimental magical and cybernetic enhancements; they are developed and sometimes built in the school itself.
Students generally go directly from graduation to the battlefield... unless they've proven to be exceptional in some way, in which case they won't waste a special power or extensive cybernetics work on a mere foot soldier.
Magic users are an artificial thing created by humans a little under a century ago. Magical smoke is generated inside the body and expelled through the fingertips. It's guided out by tubing called "circuits"/circuitry, and takes on a form unique to every person. Some people get completely useless powers after their surgery, others get something that the government can make use of somehow.
Cybernetics are big too. They can be unattached and reattached via a connector around the base of the limb. The connector connects the robotics to the nerves directly. It's a painful experience! Surgery to get the connector on in the first place is also pretty bad. Smaller modifications are also available; augmenting your arms or legs so your bones don't break as easily and strengthening muscles artificially are two examples of what you can do there. Military-grade cybernetics aren't pretty, but civilian body modifications are popular and there's an entire fashion industry dedicated to limb casings. There are also sports leagues that are entirely composed of modified players.
Olvanthica has a somewhat dystopian approach to the war; citizens are indoctrinated from youth and saturated with nationalistic propaganda and the like. The war has been going on for 25 years.
The war is over a metal that is usually collected in low purities and used to line circuits. Magic is impossible without this mineral; in higher purities, it can then be mixed with other things to create a supplement that enhances magic. This means a medic with the magic to instantly heal broken bones can, after taking a supplement, heal any damage they'd like to.
